New Caledonia, after the referendum

I recently wrote a short article about New Caledonia’s need to develop a strong foreign policy. New Caledonia is still not independent, but will undoubtedly enjoy more autonomy. It is important that Noumea fosters relations with foreign powers in order to be fully ready in the case the archipelago becomes independent.

President Macron’s visit to China

In early January 2018, president Macron made an official visit to China. The French president wanted France to be involved in China’s new Silk roads to become China’s leading interlocutor in Europe, and support innovation. France and China may cooperate on green developement.

I wrote a small article about this subject in TheDiplomat.

ISEMAR Briefing note no.195

ISEMAR is France-based Higher Institute of Maritime Economics.  Its offers expertise in topics related to maritime transport, ports and naval industry.

In the briefing note no.195, I present China’s current trade policies, especially the “Made China 2025” and the “Belt and Road Initiative”. I explained how these two policies will have a strong impact on world trade and maritime transportation.

The Diplomat: French Polynesia and China

thediplomat goulardOn 7 September  2017, The Diplomat published an article I wrote about Chinese invesments in French Polynesia. In this article, I argue that these invesments may partly solve some economic  issues in the islands, but it can also threaten their environment.
